Looking at the communities around me, very few drivers are going more than 40 on the 40kph roads anyway.
There’s definitely some roads marked to stay at 50, for which they could easily be 40 as well. No one is doing 50 down falworth road NE, for example.
Overall, I don’t see any change in driving habits required.
