Only lower to mid tier guys are going to take shorter deals due to covid...top guys will get what they can. It would be incredibly risky to assume everything will be "normal" in a couple years not to mention a guy could get hurt at any time.
Good luck bridging top end players (cough Vancouver) try that and you will probably end up with an offer sheet. If the flat cap does anything it will be because big money teams will be taking advantage of the situation.
