If you you look purely at ability, then yes, OEL is better than Hanifin.
However, you can't just look at that. Hanifin is younger and still developing and he is signed to a SIGNIFICANTLY better contract, in both term and dollars.
I also want to point out that despite the rumors that Arizona will be using an internal budget of $70 million, they aren't actually over that number despite their cap number being that high. Their salary expenditures are currently almost $20 million under their cap number.
