We already have a Federal VAT, and a provincial one in most provinces. Yes, the VAT wouldn't be the only way, I'm sure a creative way could be thought up, that targeted those that can afford it more. Wealth tax, Luxury vehicle tax (or maybe just new vehicle tax, while not collecting on older vehicles), Inheritance taxes (over a certain threshold), the Carbon tax is a form of wealth redistribution as well, since lower income people get more back than spent.
