Decent/good are subjective. I think you can get something "decent" between $1500-$2000. To get something "good", $2000+ will do the trick.

Your timing is good because with the announcement of Nvidia's 3000 series GPUs, the price of the 2000 series should tank.

If I were you, I'd start at the PC Part Picker "Enthusiast" level build. Note, the price of the RTX 2080 video card should come down in price.
