Cities Skylines isn't the best-optimized game in the world so you'll need something at least mid-range or higher. I think $1200-$1500 is a good budget range that you can tweak to fit your needs.

Do you have a monitor or a current PC you can salvage parts from? That's a good way to save a few bucks.
