Biden does speak on policy. Running too much on policy is a dangerous road. Policies are easy to attack, especially with the wide spectrum of voters he's going after.
The president doesn't really have much control over policy anyway. It seems perfectly valid to me to say that he won't do crazy, crappy things that are bending or breaking the rules and laws of what a president should do.
Personally, I don't want a president who promises details of all these wonderful things he'd do, that are not even realistically possible unless he pulls some dirty tricks from Trump's bag.
What I'd be hoping to hear from a president is that he will listen to science and doctors and handle COVID the right way, and not what he thinks is best politically. He will try to rebuild relationships with other countries and rebuild our international reputation. He will work with whatever congress looks like to undo the damage Trump did to health care and work to improve accessibility. He will take the job seriously, restore the various federal institutions by appointing people who are qualified and take those institutions seriously. He will lead the country in trying to repair race relations, and deal with abuse by the police.
I don't want anything else in a president at this point. I don't think Biden's message is far off that, and I also don't think those points are too far off from just "not being Trump".
