I don't know, I'd rather pay a few extra bucks in property tax/flat fee, and that's as someone who will never need to buy tags. I think this likely ends up with more garbage in blue/green bins and on the street, and those costs will outweigh the revenue and behaviour change from selling tags.

Less than other cities?
My personal anecdote is its about the same. I've lived in Vancouver, Edmonton, Calgary, Ottawa and Halifax, and I don't think any are more or less strewn with garbage...
Anyway, I agree with the other person who has said other cities have managed just fine. Some of the other ones I've listed above have done stuff like this and people survived just fine. I was actually surveyed by the City on this, and may have communicated such ideas in my response
