Browsing Newegg, I see a GTX 750ti 2GB for $499 which is several generations old. GTX 1080 8GB is $1200. GTX 2070 8GB $569.
I just want to play Witcher 3 on ultra and perhaps one more generation of games.

I didn't even pay $1200 for my GTX 1080 back in 2016. You'd be crazy to spend that much for a 4 year old card. Don't do it haha. In fact, you could go to MemEx right now and get a 2080 Super for $950-1000. That price will probably go down when the 3000 series cards are dropped in a month. I assume you're playing your games at 1080p? I think any of those cards would suffice.
