Where there's issues is with temporary closures. The longer term ones are generally fine, but if someone needs a lane closed for a day, gets a permit for it to be closed 9-4, but then finishes at 1 and doesn't tell the city, they still won't come open it until 4 so a lane sits closed and empty for 3 hours
