Those 50,000 homes become desirable as a result of this road change. More or less that is describing the induced demand. As a result of the ring road reducing commuting time it moves the acceptable commuting distance further out and so the roadway fills back up.
I’m the absense of road construction you would see more densification as property values rose in the acceptable commenting area.
