I just saw on Twitter that Hockey Calgary has updated its Return To Play document. It addresses some of the cohort-coaching issues discussed on here, and provides a new structure for the cohorted mini-leagues. The city will be split into 3 regions, and there will be tiered mini leagues of 4 teams from different associations in each cohort. Each team will have only 10-12 players.
