Took back that PCI 9600 and now I have the ATI HIS radeon X1300 AGP.

I did a full reinstall of XP which seems to have made the system more stable and it's running smooth but with the clear lack of functioning video card (refreshes in wave etc).

When I install the ATI Radeon software though the card fails and the whole system becomes unstable until I uninstall again.

I have the service pack 2 installed and the net framework 2.0 as well.

This sounds VERY familiar to me.

The refreshing in waves is caused by lack of a proper driver. The failure of the card following driver install is caused by defective or incompatible hardware. You can blame the AGP standard to be subpar especially between the various versions. In my case, I had to replace my GIGABYTE motherboard because it wasn't providing enough voltage to the card even though it claimed it was up to spec. Interestingly enough, it prefered a Radeon X850 Pro (and would work fine) while it would not work with a GeForce 6200. I believe this may be down to the X850 getting it's power off a molex plugged right in while the newer 6200 card actually has to get all it's power from the slot.

Spare yourself the shop, the man hour charges themselves would probably cover the price of new motherboard for yourself. Otherwise try to borrow a videocard that requires separate power and give it a try.
