If these incidents are cut on half, there will be still be enough captured on film to stir our outrage regularly. If they're cut in half again there will still be enough. And if they're cut in half again we'll still be seeing them.
Progress on this issue (as with pretty much every social ill) will be measured over years or decades and in statistical numbers. That sounds cold-blooded and clinical, but it's the truth.
