Of course it happened again. Over a thousand people a year are killed by police in the USA. 13% of the population is black. It's not even slightly surprising that it happened again.

Even if black people weren't more likely to be shot by police on a per-encounter basis (on which the data is hazy), and even if black people weren't more likely to find themselves in an encounter with the police in the first place (on which the data is not hazy), just based on population, you'd expect this to happen over a hundred times every year - more than once a week.

If every time a black person is shot by a police officer, the surrounding area devolves into anarchy, there's going to be a whole lot of anarchy going on for the foreseeable future.
