Treliving isn't perfect but he knew it too and tried to use excess D to add to the center core by trading Brodie for Kadri. He can't help it if Kadri wouldn't waive.
There also hasn't been a C of that caliber traded since either so it's not like he missed the boat after that. Plus, Valimaki suffered a season ending injury shortly after that which drastically altered the Dcore going forward.
