When a house's foundation is broken and the whole thing starts sinking into the ground, you don't look at it and say "well jeez, you can't tear up the foundation, I knew a guy who did that and he had to replace the whole thing again a few years later. Just build on top of it."
You tear the whole mother****er up and do it properly from top to bottom, who cares what happened to some other idiot who messed it up.
