What exactly is there to retool around? Outside of very few young and developing players, there's not much worth keeping. You could frame it as a retool, but overall it should function more like a rebuild.
Enough of these short sighted moves to try to rush the process. The Hamilton and Harmonic trades when Flames were still in rebuild mode completely ####ed this up. Ended up spending internal development assets (early draft picks that could've became instant impact player, or blue chip prospects), and tried to bring in players that ultimately didn't pan out, and did not address major holes within the franchise.
If this franchise is serious about actually getting to a point of sustained success, they have to be patient, and let the process take it's course, rather than rush to the finish line, and end up tripping.
Figure out the type of players that should be part of this team for the next several seasons, and build around them. Everyone else who isn't part of that vision needs to be expendable to bring in players and assets that can build to the end goal.
Also, even though it's a rebuild, get a coach that actually knows what they're doing.
