I'm not so sure...I think they should leave Banff side to JC closed. Do what you quoted for Castle to JC only. Run a small shuttle on the first section that hits any of the hiking spots in between. Currently parks vehicles are still using the road, and I don't' find it much of an issue to make way for them, so if there was a shuttle every 30 minutes it wouldn't be a big deal.
I think the problem with the recommendation of sharing is you are now putting bikes and walking in 2 directions into one lane of traffic which could lead to people spilling into the traffic lane, and I don't expect them to put up barriers. There isn't really a need for traffic on that entire section.
