Yes they did, but it backfired. The law of unintended consequences.
And the WORST consequence of this rule is that it HAS to be called. Late in playoff games, and especially in OT, NOTHING gets called. But one bad bounce, on beat-up ice, and boom - penalty.
The crime is unintentional, trivial, never results in injury, and it does little to the game, but the punishment is severe (because most penalties don't get called at all).
The crime doesn't fit the punishment.
