Forgot to update this thread.
Went up the chain, Ombudsman then the President's Office. In May was finally assigned an absolute pitbull of a woman from the President's Office. This woman was relentless on the phone, I had to raise my voice an ask her 3 times why the signed document which was a request/instructions was ignored. Basically told me they do not have to recognize that, "anyone could have sent that in".
She authorized a "goodwill gesture" cheque for $1,000 and told me to get lost.
