Cassette could be loose.
If it's a Q/r axle the hub could be slightly to loose.
Hanger could be bent
Hanger could be loose
Derailleur bolt could be loose
Tooth on the cassette could be bent
Chain could have a tight link
Something stuck in the cassette or or chain
Etc etc
