Cap, your disdain for Hotel Enterprise D is well known, but that was kind of the point. decades of not having an existential threat to the Federation led to hubris and complacency. they thought they were so advanced and well prepared that there were damn schools of children on a long range exploration vessel.
it wasn't until the Borg and Dominion started dummying Starfleet hotels that they came to their senses and brought back the more militaristic, metallic submarine designs, with some actual teeth to back it up.

What's funny about that is if you go back and watch Star Trek VI, you had bunk bed space on the Enterprise, probably for the never mentioned enlisted, they had cooking spaces phasering mashed potatoes. They had waiters serving the dinner. And that's only about 80 years from TNG.
