I think it does to a degree, at least in the black community black men with white women is frowned upon by black women, because black women feel white women are "taking the good ones". I don't know if this is racist, or more the fact that many feel that white folks are already privileged, so they don't need to take what is ours.
As for black women and white men, I can't really speak on it, I just know there is much more interracial porn with black men and white women than the inverse.
