What positive outcome were they possibly thinking would result from this? Who does this serve? Who does this protect?
The news cycle is short. The sooner there aren’t protests the sooner the public moves on. So just enough violence is required to surpress protests to make it feel unsafe to attend but not enough to make people want to protest more.

This strategy has worked since Reagan dealt with unions.
