I found it morbidly entertaining to tie nooses when I was an early teenager. Nothing racist or suicidal about it, just a different knot to tie that makes a moody 14-year-old feel a bit badass without really any understanding or weight to the context.
Not that the argument is still being had, but that should obviously put to bed the attack on Wallace's character. It's a noose, no doubt about it. It's also a garage pull and not directed towards Wallace. It was easily understandable that it always could have been and likely was both those things once the investigation was completely, so I don't really think I'll ever understand why someone would take issue with calling it a noose.
I don't even think whoever tied the noose, if they're named, will be in trouble. I think Scroopy said it best, in that this just seems to be the worst possible coincidence at the worst possible timing, but there doesn't seem to be anything sinister about it from any of the parties involved.
