It's a timed exclusive until next April to my knowledge. But if you're willing to wait it'll probably pop up on PC.

The ReMake is a love letter to the original game, but it's not a straight remake. It's a 40 hour version of the first 8 hours of the original, with some details added, and other details changed, and other details intentionally kept the same with a somewhat meta story about how badly fans want the remake to stay the exact same, but how restrictive that would be.
I like to think of it as I do Crisis Core... it's a great supplement to the original, it's not a replacement and they didn't seem to intend it to be.
As a fan of the original, I think the changes are welcome, but I wouldn't suggest someone play the remake instead of the original.

Edit - For the record, I will also buy Fallen Order and Spider-Man if I do this, but those games aren't why I want the PS4. I will live if I never play those games.

If you're going to buy a PS4, you should also check out Nier: Automata assuming you haven't played it on a different platform.
