Holy, ya call bylaw on him for the junk first.
Then when you catch him parked in the alley and suspect he'll be there for a while call parking authority. They were doing construction on the apartment building behind me last year and the workers would park all their trucks in the alley blocking everyone on the other sides ability to get out of their garages. To them, they were on the apartment side, room to get by and not immediately adjacent to garage doors. Parking came by and ticketed them all and they never parked there again. Was easy in my case for parking authority to catch them though cause they'd remain parked there all day.
Also you could take a picture of his parking every time you catch it parked in the way, in case parking authority doesn't catch him in the act.
