It's only happened once to me, but I just called by-law straight away and everything was fine - they never knew who called and the issue went away.

Im going to have to agree with this. We did just that and talked to difficult neighbours multiple times. The problem is difficult neighbours often don't give a ####, that is why they do stupid things. Long storey short, when you talk to them and have to call later because they refuse to do the right thing they know exactly who called. And stupid difficult neighbours tend to do stupid things to retaliate.
