So my question is im pretty sure this is a bylaw violation, i dont want to deal with this guy as he seems unstable and possibly insane so is this a 311 situation? Will they deal with this? Im also a little worried about the backlash due to threatening both my girlfriend and dogs but i have no proof of that being said as it wasnt on video but should i also be contacting the police?

Any help or advice would be greatly appreciated. Im not much for conflict but I feel this really crossed a line. I want to confront him and get it on video in case it does escalate, is this a bad idea?
Call CPS non-emergency and make a report. Had a neighbor threaten to kill my dog (his dog was off leash in my yard repeatedly so my dog put the run on it). Called CPS and made a report simply to establish that the threat was made and in the event one of my dogs was to be harmed they would have something to act on.
