I don't know if you've seen all the video, but he was running AWAY from the cop, not towards the cop, also the (cops own) taser which the man had had already been "fired" so was pretty much useless. They shot a man who was not a threat and fleeing away from the police. I also thnk this would've been a very short foot pursuit. No way was this cop in danger. There had to have been about a dozen better options then shooting the man in the back.
Ironically had they used more force earlier in the arrest, he would've not been able to flea. Maybe a couple baton swats across the knees from cop B while the struggle was going in with Cop A.
