Personally I'm getting a little sick of Cody's "Dusty's Boy" stuff, so I tend to believe he could completely amp that up to nauseating levels if he wanted to go heel. You might be right about Omega. It's definitely easier to get over as a heel in NJPW when you're a gaijin.
