This isn't a retired policing tactic from a bygone era. Literally just yesterday the Chief of the Calgary Police Service defended officers under his command stopping and harassing people on the street, with racial minorities targeted a disproportionate amount of the time, despite none of those people causing trouble or being accused of a crime or posing a danger to pubic safety in that moment.
