People have different ideas of what 'systemic' mean. To some it means anything social. To others it means laws and policies.

Canada used to have racist laws and state policies. You'd be hard pressed to find any now. The changes have been pretty dramatic. Have they made Canada a society without racism? No. But it takes willful ignorance or dogmatism to ignore the transformation of society over the last 60 years. But then I'll never understand the fierce hostility to recognizing progress. I guess some people think acknowledging progress is a concession in a cultural tug-of-war match.
