A C of C, department, sure.
A Police Department, not a flipping chance this is surprising. The Union will step in to the rescue of these, poor alpha police officers, perennially victimized and bullied through their grade school years. Les Kaminksi, Union leader at the time.
Culturally (internally), they may be the most backwards Canadian profession there is.
