Nerdy explanation:

When a primary line has a fault (keeping this general) there is a feature called a recloser which will wait a pre determined amount of time (~1-3 seconds) and re energize the line. This is usually due to higher resistance faults (tree falls on a line / crispy squirrel) which after the initial explosion, the fault usually clears (squirrel explosion). When the line is re-energized and the squirrel bits are far away, customers continue to get power while experiencing minimal down time. Sometimes reclosers have multiple shots, so you may see something like:

Initial fault
1 sec ->Reclose, line is energized
2nd fault
15 sec ->Reclose, line is energized
3rd fault, line does not reclose, crew is sent to investigate

This is why if you see a power outage in your house, power may come back once or twice and then go dark for an extended period
