The fact that it's yet another white cop on yet another black man is the reason for the protests and riots. But yes, it definitely makes the local news, obviously.

That's fantasy.
Even here in Finland cops get away with a hell of a lot. I have a ton of respect for our police, but I've heard from police themselves that beating up people who annoyed them is a thing that happens, even though if anyone ever filmed such a thing it would be massive news. In fact Finland has a pretty serious issue with people dying in police custody. Our deaths in police custody are about the same as in UK. Not per capita, total. UK has something like sixteen times our population.
But our cops are smart and well trained. They don't lose their temper if someones watching, and if there's no one watching, there are no consequences. Simple as that.
In fact, cellphone cameras and social media are why the issue has now blown up in the US. There was nothing unusual about the Rodney King beating other than it was caught on film. Just think about that for a second. For every case we now see on the news, there used to be a case with eyewitnesses.
Even with eyewitnesses, they used to get away with it. For decades. There is no reason to think that has changed.
If there's no pictures, there's no consequences.
