It's all about what can be proven beyond reasonable doubt though. That's the standard in a court.
This preliminary report makes that harder im thinking, and likely why the charges laid were short of what most want to see.
See what the full autopsy concludes and go from there. That will take some time. This trial wont happen quickly.
