No, this is NOT common practice in New Zealand, and no, Domino's here did not do this as any more than a novelty gag.
I'm pretty sure the canned spaghetti on pizza thing goes back to an instagram post that our PM at the time, Bill English, put up of a canned spaghetti and pineapple pizza he made, for which he was mocked mercilessly by both kiwis and foreigners. Pretty sure John Oliver got in on the roasting too.

For what it's worth, I grew up in Auckland during the 80s and 90s, and canned spaghetti on pizza was definitely a thing growing up. Homemade pizzas typically had canned spaghetti as a base as opposed to tomato/pizza sauce in my circle. I don't recommend it, but it was likely something Bill English grew up with as well.
