That is systemic racism, and because of this attitude when Native Education and employment programs are set up it is almost always with the idea that none of the participants can do much because they are all FASD and so just provide them with a day program to keep them quite, never challenge them to complete grade 12 and go to college because that is beyond them.
I often disagree with you in threads, but posts like this really make me appreciate that you're a very decent person.
