Only way that would even be remotely interesting would be if the "NFL North" plays to NFL rules, and they can get rid of the Import/non import rule.



At that point it wouldn't be all that interesting for me. Plus with the costs to establish the ticket prices would move into another stratosphere.


The NFL doesn't develop QB's in the same way that sports like Hockey develops prospects.



Either they come in as a high draft pick and start. Or they spend time on the practice roster and get occasional snaps. But they're available in case of injuries.



The rest bounce around as free agents.



Usually the QB's that you get from the draft are already developed on the physical fundementals of the game. Its a question of adapting to a system. So if they wanted to develop QB's they would want them to develop in NFL pro systems on NFL sized fields, with NFL formations and routes.
