I also agree that if anything happened to the CFL, you might see a formal NFL Reserve League established out of the CFL with some US teams tossed in. Markets and franchises are established. The downside is that a lot of die hard CFL fans might reject NFL div 2 status and you may not see much in the way of attendance.

The NFL doesn't need a farm league for development of players because of the number of players coming out of college year after year, and the number of free agents floating out there because of non guaranteed contracts. They don't need to develop draft picks in the same way. Its why they have a practice roster for the better ones.
I doubt they'd have much interest in buying the Canadian Football league or setting up their own farm team up here. Plus there would be rules in terms of Canadian Players that the government would want enforced and the NFL would laugh at.
I agree that the TSN TV contract and coverage really does hinge on Toronto being an active part of the league.
I doubt that Bell would be interested in running a whole league. They would be interested in a team, but not the difficulties of running an entire league.
Maybe Vince McMahon needs to revist buying the CFL and creating his own XFL North.
If the Government doesn't step in and the league folds, they'll end up having to pick of the costs of the stadiums that would lose a large part of their revenue.
I mean if the Government can fire $600 million at art and amateur sports this should be a no brainer, considering the league has stated that they would work to pay back any help from the government.
