They have already come up with a plan for it. First, teams will be allowed to negoiate with each other. If they can't come to an agreement the NHL will step in. In most cases the conditional picks will be straight forward on getting them agreed upon. I think i read that only 2 cases might be a bit tougher. One of the cases was the Neal/Luici trade. My bet is Calgary ends up with a 4th in the 2022 draft. But that is just a guess.
