It is from the business perspective, but there will be a lot of political pressures. It is even harder for the NHL to resume because 1) we have a lot of international (European) players, whereas the NBA has only a handful and b) NBA teams have less players than NHL, hence less people to manage / isolate, and c) there are a lot more potential venues to host a basketball court, versus the ice rinks required for the NHL. The NBA has been mulling using Disney World as the "bubble city", but the NHL will need 4 rinks instead of single location. Given all these logistical challenges, there will be a lot of political questions / pressures for the NHL to just "drop it".
