to be clear I am in the Reinhart over Phaneuf camp (can't believe I"m really defending Phaneuf here) but one thing worth noting is during Phaneuf's tenure here he generally did sronger in annual voting (ie allstar, norris, etc voting) year over year than Reinhart- now in the end we can look back and say he was over-rated but there is likely a case to be made that he was more famous/highly regarded (as evidenced by voting- he was also even at the time recognized amongst the most 'overrated' in league wide polls) in his time than Reinhart was
