Churches. mosques, synagogues etc will be at the forefront. Particularly because they are covered by the charter.
There will be no special concessions for hockey though. Nor should there be. The optics would be brutal if nothing else.
If they cant even hold a football game (held outdoors with way more room for distancing) then there is no way they will open up closed in arenas.
