Emergency staff had assembled in Halifax Saturday night to do whatever was needed, but the request for, nor the information needed in any alert was ever issued to them according to the premier. (i think it was the premier...was an interview just shown on Global).
So it sounds like the RCMP just got overwhelmed by everything that was happening all at once and the call never went out for an emergency alert that an active shooter was still roaming about.
