Sure but that same clause would I assume allow the TV networks to not provide payment if the games were not played and would not really be relevant to a situation where the NHL refused to play the games with no fans unless there was a health reason why groups of 100-150 people could not be in an arena. Hard to envision a situation where you would need more than 120 people in an arena to play a game (40 people per team and 8 tv and radio announcers and the requisite cameramen) so there would be no health reasons to avoid playing before empty stadiums to satisfy contractual obligations under the tv contract.
