The problem with the government paying for tuition is they are going to start demanding the type of courses that are available and who gets those slots.
Things like business and engineering for example will be ones that the government would be willing to pay for. A degree in Eastern Philosophy or art history isn't going to have a return on investment and the government will demand less slots.
