So not only are there more degrees saturating the market, but less is learned in that 4 year program at a higher cost.

well the problem is if you let any idiot like me in then you have to dumb the degree down in order to keep a reasonable pass rate.
Ironically I would be fine with free tuition if it was difficult to get into school, that was the UK in the 60's and 70's, both tuition and living expenses were paid but very few could get in.
